Yes — a resident foreigner can usually buy and put a used car in their name without a Japanese driving licence. The 運輸支局 and 軽協会 care that you are a legal keeper with an address, 車庫証明 where required, and the seller’s transfer papers. They are not a driving test.

No — that does not let you drive it home. Roads follow 道路交通法: a Japanese licence, or a foreign licence plus the translation / international permit your status actually allows. Mixing the two questions is how people buy a Mira they cannot legally move.

Tourists on short stay generally cannot complete a normal name change. Renting or an IDP for a holiday is not the same as buying. Fukuoka resident path: buying in Fukuoka as a foreigner.

Owning without a Japanese licence

Typical cases that work:

  • You have a residence card and a garage; a spouse or roommate with a valid licence will drive
  • You will convert or sit the Japanese test soon and the car sits until then (do not roll it on public roads meanwhile)
  • You are buying for export — you never register it for Japanese roads; that is a different contract: auction proxy

The office can still ask for identity and address. 車庫証明 still follows the car class and city: parking certificate.

Driving without a Japanese licence

This is the part that expires. A home-country licence plus a Japanese translation (commonly through JAF or another designated translator) is accepted for many residents for a limited period after arrival, then Japan expects a Japanese licence. An international driving permit is a different document, issued in your country under the convention Japan honours — it is not a 任意 quote and not a 車検証.

Country lists, 1-year clocks, and “switch at the 免許センター” rules change. Confirm with JAF, your prefectural licence centre, and the police for your passport. We will not invent a worldwide table here.

Insurance if you have no Japanese licence

自賠責 can still sit on the car with shaken. 任意 is where foreigners get refused online. Get a binder before the first kilometre. We do not sell insurance. If nobody in the household can be named as an insured driver, do not collect the car.
