Fukuoka is one of the easier places in Japan to buy a used car if you are not Japanese: large auction volume, lots of compact cars, and a transport office that handles name changes every weekday. You still need the same legal pieces as everyone else — a parking place, shaken, and a name on the 車検証 that matches you.

Can a foreigner buy a car in Fukuoka?

Yes, if you are a resident with an address in Japan. Tourists on a short-stay visa generally cannot complete a normal name change. You will be asked for:

  • Residence card (在留カード) and a current address
  • Japanese driver’s license, or a foreign license plus a valid JAF translation / international permit as allowed for driving — registration and driving are separate issues
  • Seal (印鑑) and often a recent 印鑑証明書 if the office or dealer requires a registered seal; some branches accept signature for foreigners — ask before you go
  • Parking-location certificate (車庫証明) for most regular cars (not always for 軽 in every city — Fukuoka City still expects a parking notification in many cases)

Company cars use the company address and a different paper trail. Bring the company registry if you buy in a business name.

The Fukuoka sequence (typical)

  1. Choose the car — dealer lot, auction proxy, or KMC inventory
  2. Agree the “noridashi” price — on-the-road total: vehicle, tax, recycle fee, shaken if due, registration, delivery
  3. Parking papers — apply at the police station that covers the garage, wait a few days, collect the certificate
  4. Name change at the Fukuoka transport branch (運輸支局) or a light-vehicle association office for 軽自動車
  5. Insurance — 自賠責 is bundled with shaken; optional (任意) insurance should start the day you drive

Where to buy in Fukuoka

  • English-speaking exporter / auction desk — KMC JAPAN in Ogori. Useful if you want auction grades explained and a car that can later be exported when you leave.
  • Local Fukuoka / Kurume / Tosu lots — more walk-in stock; English varies.

Auction sheets are in Japanese. Grade numbers (S, 4.5, 4…) describe condition, not a warranty. We read them with you before you bid.

Language, money, and delivery

Pay by bank transfer is normal; cash is still used at some lots. Get a receipt and a written equipment list. Delivery across Fukuoka Prefecture is usually easy; Sasebo and Kitakyushu are a longer truck or drive.

If your Japanese is limited, do not skip the shaken date and accident codes on the auction sheet. That is where cheap cars become expensive.
