How to Import a Japanese Used Car to Zambia
Zambia has no Kenya-style age ban. ZRA uses age-banded specific duty plus carbon surtax. Ship via Durban or Dar es Salaam, then a ZRA border.
Who this guide is for
Buyers importing a right-hand-drive Japanese used car into landlocked Zambia. Common corridors: Durban–Chirundu/Livingstone for the south, Dar es Salaam–Nakonde for the north. Final assessment is ZRA Customs, not the sea port.
What is actually legal
- RHD for normal Zambian roads.
- No general maximum age on passenger cars. Duty is age-banded: under 2 years often ad valorem on CIF (including many hybrids), then specific (fixed kwacha) rates for 2–5 years and 5+ years by body and CC.
- Pre-export inspection with the currently appointed ZABS/ZRA agent in Japan (historically JEVIC / Bureau Veritas — confirm before loading).
- Carbon emission surtax is extra by engine capacity.

ZRA tax is not 25% of FOB
Specific duty for many 5+ year HS 87.03 cars is a fixed ZMW amount, not a simple East African percentage. VAT (16% in many bundles — confirm the tariff book) and carbon surtax stack on top. Use the ZRA Customs Tariff Book / ASYCUDA, not a Kenya CRSP copy-paste.

Typical order of work
- Choose year/engine knowing ZRA specific duty and carbon surtax.
- Pre-export inspection in Japan.
- RoRo to Durban or Dar es Salaam (Walvis Bay as an alternative).
- Transit to a ZRA border.
- Pay specific duty, VAT, carbon surtax; then RTSA registration.
Mistakes
- Rejecting a 10-year Hilux because “Africa is 8 years” — that is Kenya, not Zambia.
- Quoting 25% of auction price as “Zambian duty”.
- Picking Durban when the buyer is in Nakonde (or the reverse) without a corridor plan.
