What is actually legal

  • RHD for normal Zambian roads.
  • No general maximum age on passenger cars. Duty is age-banded: under 2 years often ad valorem on CIF (including many hybrids), then specific (fixed kwacha) rates for 2–5 years and 5+ years by body and CC.
  • Pre-export inspection with the currently appointed ZABS/ZRA agent in Japan (historically JEVIC / Bureau Veritas — confirm before loading).
  • Carbon emission surtax is extra by engine capacity.

ZRA tax is not 25% of FOB

Specific duty for many 5+ year HS 87.03 cars is a fixed ZMW amount, not a simple East African percentage. VAT (16% in many bundles — confirm the tariff book) and carbon surtax stack on top. Use the ZRA Customs Tariff Book / ASYCUDA, not a Kenya CRSP copy-paste.

  • Picking Durban when the buyer is in Nakonde (or the reverse) without a corridor plan.
