How to Import a Japanese Used Car to Pakistan
Pakistan is RHD with two tracks: personal baggage and commercial used import. Commercial used cars were capped under 5 years with extra regulatory duty through 30 June 2026 — re-read FBR SROs before you buy.

Policy is moving — read the SRO, not a blog from last year. Personal baggage and commercial used import are different legal tracks. Commercial used vehicles were opened with an under-5-year cap until 30 June 2026, with extra 40% regulatory duty under FBR SRO 1898(I)/2025. After that date, Commerce/FBR may change age or RD again. Two tracks
- Personal baggage / gift / transfer of residence — historically cars up to 3 years (other categories up to 5) under Import Policy Order / Baggage Rules, with ownership and stay tests. Duty table differs from commercial.
- Commercial used — under-5-year cap during the FY26 window cited above, plus extra RD. Must meet notified environmental and safety standards.

- Pick the legal scheme and check the age cap that applies this week.
- Export from Japan.
- Karachi goods declaration with FBR.
- Pay duty, RD, sales tax, and other notified charges.
- Excise registration.
Mistakes
- Buying a 6-year commercial unit during a 5-year cap window.
- Using baggage duty on a commercial shipment (or the reverse).
- Ignoring SRO 1898 extra RD when quoting landed cost.
