Essential Requirements for Foreign Residents Buying a Car in Japan
Living in Japan as an expat, teacher, military family, or engineer? Foreign residents can legally buy, register, and insure a car in Japan. Here is what you need:
1. Residence Card & Juminhyo
A valid Residence Card (在留カード) and an official Certificate of Residence (住民票, issued within 3 months, with My Number hidden) from your municipal city hall.
2. Personal Seal (Inkan) or Signature
For white-plate passenger cars, a registered personal seal (実印) with Seal Certificate (印鑑登録証明書) or a notarized Embassy Signature Certificate. For yellow-plate Kei cars, a standard stamp and Juminhyo suffice.
3. Parking Space Certificate (車庫証明)
You must secure a designated parking space within 2km of your residence. Landlord / management company signed approval is required for rental apartments before police submission.
4. Driver’s License & Insurance
A valid Japanese Driver's License or a 1-year Geneva Convention International Driving Permit (IDP). We also assist in setting up optional comprehensive insurance (任意保険).

Obtain your police parking certificate. We process official ownership transfer at the Land Transport Bureau and hand over the keys.
Domestic Registration Checklist
Mandatory Items
Ownership Transfer (名義変更)
Must legally be filed at the Land Transport Bureau within 15 days of acquisition. KMC handles the complete paperwork with power of attorney.
Parking Certificate (車庫証明)
Mandatory proof of an off-street parking space within 2km of your residence, certified by the local police station before license plates are issued.
Compulsory Insurance (自賠責保険)
Mandatory government liability insurance covering the period of vehicle inspection (shaken). Must be transferred to the new owner.
Automobile Weight Tax (重量税)
National tax levied according to vehicle weight. Already paid if remaining shaken is active; only due when renewing shaken.
Remaining Shaken Period (車検残)
Check the exact expiry date on the 車検証. Vehicles with 6+ months remaining can be driven away immediately after ownership transfer.
Chassis Recall Verification
Cross-check the chassis number with the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) database for free dealer recall remedies.
